Svarog "beta" version

This is a version of Svarog which allows for data viewing online/ recording, with tags, and the functionality of filtering online, but also with a bug: FFT not working fine with sampling frequencies higher than 128 Hz. Next version will have the functionality for diagnostics of the electrodes application, some improvements in filtering online, and some GUI for editing tags parameters, and export of data to EEG lab format.
